Publication 3536, Excise Tax EDI Guide and Forms 720 TO & CS Terminal Operator Report and Carrier Schedules have been submitted for final review and approval. A Draft copy of Publication 3536 is attached [pdf file] for your reference (no changes have been made to the EDI map).
IRS Excise is ready to accept and process the Letter of Application (LOA) from potential Electronic Participants in the ExSTARS program. The Authorization Code, User ID & Password will be issued for file transfer and translation testing. Sample LOAs can be found in Pub 3536, Appendix G.
The mandatory filing date will be announced after the Commissioner
approves the forms and the security requirements are met. The first
filing requirement is expected to be April 30, 2001 for the March 31,
2001 terminal ending inventory.
