Initially involve states committing to go forward with 2-D in 2000
Work with NACTP leadership, 1999 Indiana DOR partners, and committed states
Understand issues and success drivers in a 2-D implementation
Document standards/practices and reach agreement
Create ongoing process/partnership to assist growth
