Authentication Pilots are Replacing the Form 8453
Uses worksheet built into practitioner software that is completed and printed to contain:
- Pen & ink signature to certify figures on e- file return
Taxpayer signs return using self-selected PIN
ERO signs return using self-selected PIN
ERO retains worksheet - No Form 8453 to mail
IRS sends out e-file customer numbers to users of PC tax preparation software users

Over 8,100 practitioners selected from list of 9,100 submitted by our RFA partners: H&R Block, Intuit and NAEA
Almost 500,000 returns e-filed using self-selected PINs
- Volumes as of June 10, 1999 - 495,680
- Almost 2500 practitioners actively participated in pilot
- All reject codes documented were 0.1% or lower
The North Florida DORA site assisted ETA with the preparation and distribution of the Practitioner PIN Pilot surveys to practitioners who were selected to participate in the pilot. The results of the survey show that:
- Over 80% of respondents stated they would participate in the pilot next year and 90% want to see the pilot made a permanent program.
- Practitioners indicated the pilot improved their processes by reducing costs and saving time for their practice.
- The lack of client presence is viewed as the greatest barrier to the PIN process. Fax 8453 is an alternative.
Other barriers listed in the survey related to not having enough information and difficulty in describing the program to clients.
