SUMMARY

The FTA Motor Fuel Tax Section Annual Meeting will be held at the Marriott Boston Quincy in Quincy, Massachusetts (Boston area), October 3-6, 2004. This bulletin provides conference and hotel registration information and the final agenda. Hotel reservations should be made by calling the hotel at (800) 228-9290 or (617) 472-1000. Cut-off dates for hotel reservations and conference registration are September 9 and September 27 respectively.

The Uniformity Committee will meet on Saturday, October 2, and subcommittees will meet on Friday, October 1.


FTA Motor Fuel Tax Section Chair Robynn Wilson of the Alaska Department of Revenue, the Massachusetts Department of Revenue, and the FTA Board of Trustees extend a cordial invitation to you to attend the 2004 Annual Meeting of the FTA Motor Fuel Tax Section. The meeting will be held at the Marriott Boston Quincy, Quincy, Massachusetts, October 3-6, 2004. The FTA Uniformity Committee will meet on Saturday, October 2, and subcommittees will meet on Friday, October 1.

The conference will begin with registration and an opening reception on Sunday, October 3. Monday and Tuesday will be devoted to general sessions in the morning and breakout sessions in the afternoon. Wednesday morning will include a general session with various topics of interest to motor fuel tax administrators. Regional meetings will be held Monday afternoon, and the Annual Business Meeting will be held Tuesday afternoon. The annual banquet will be held Tuesday evening, October 5.

Conference Program
The conference program consists of a mix of general session and concurrent breakout sessions presenting different topics of interest to state motor fuel tax administrators. Topics include Policy/Legislation Tools, Alternative Fuels, National Fuel Diversion Registry and Collection Tools. (See the attached final agenda.)

Registration
The registration fee for the conference is $380 per delegate. Please complete the attached delegate registration form and, if applicable, the guest registration form. To avoid a late fee of $50.00, we recommend you register by September 27, 2004. Registration fees will not be refunded for cancellations received after September 30, 2004. Make checks payable to the FTA Motor Fuel Conference 2004 and send it with your completed registration form to:

Hotel Registration
The conference will be held at the Marriott Boston Quincy at 1000 Marriott Drive, Quincy, MA 02169. Make your reservations directly with the hotel by calling (800) 228-9290 or (617) 472-1000. Delegates must identify themselves as being with the FTA group to receive the conference room rate of $129.00 per night. Hotel reservations must be made prior to September 9, 2004.

Social Events
The conference will begin with a Sunday reception featuring hors d’oeuvres and beverages in the Dorothy Quincy Suite at the Marriott Boston Quincy Hotel. A conference banquet will be hosted in the hotel ballroom on Tuesday night featuring a delicious dinner and entertainment.

Optional Activities Planned
Enjoy a lovely dinner cruise along Boston Harbor. Buses will depart the hotel on Monday at 6:00 p.m. for Boston’s Waterfront where you will board the James Doherty Cruise Ship for a pleasant cruise along scenic Boston Harbor while enjoying dinner and the music provided by a disc jockey.

Guest Program
On Monday, you will be given a tour of the John F. Kennedy Library and Museum. From there, a stop by the oldest commissioned warship afloat – the USS Constitution. Lunch on your own at Faneuil Hall Marketplace and shop in the afternoon at Boston’s Downtown Crossing, which includes famous stores such as Filene’s Basement. On Tuesday, guests can join us for a walk on the Freedom Trail and pass by the Old North Church and the home of Paul Revere. Take a ride to Cambridge, Massachusetts, and visit Harvard University and Harvard Square. Enjoy lunch at Boston’s famous Prudential Center and walk/shop along Newbury Street in the afternoon. Transportation and a tour guide are provided.

Transportation
Marriott hotel is providing a free shuttle on Saturday from noon to 8:00 p.m. from Logan Airport to the hotel. The shuttle will be marked “FTA Motor Fuel Tax Conference” and will be outside each terminal at ground transportation. The hotel will also offer this service from the hotel to the airport on Wednesday starting from 8:00 a.m. to 4:00 p.m. If your schedule does not correspond with the hotel shuttle times, the Logan Express Shuttle is another option for which a schedule is attached.

Additional Transportation
For all attendees arriving on Saturday and Sunday, free bus service will be available from the Marriott Hotel to downtown Boston for limited hours on both days. See the attachment for this service.

Climate
October is one of the best times of the year to visit the Boston area. The temperature is comfortable and usually averages 70-75 degrees during the day and the lower 50’s at night.

Dress
The dress for the conference is business casual except for the banquet on Tuesday night, which will be semi-formal.
