8:30 a.m. -- Noon Introduction and Welcome

Overview of the Motor Fuel Tax Industry

Role of Auditor and Investigator

Participants will examine the role of an auditor and an investigator to understand each role in the investigation process.

Noon -- 1:30 p.m. Lunch (on your own)

1:30 p.m. -- 5:00 p.m. Fuel Tax Evasion Schemes

Participants will analyze the various fuel tax evasion schemes to understand the opportunities for motor fuel tax fraud.

Discovery of Fuel Tax Evasion

Participants will learn how to discover fuel tax evasion by observation, informants, data base matching.

TUESDAY -- December 3, 2002

8:30 a.m. -- Noon Techniques for Investigation

Participants will analyze techniques for investigation in surveillance, computer records, interviews and the three P’s of investigating fuel tax evasion schemes.

1:30 p.m. -- 5:00 p.m. Techniques for Investigation (continued)

WEDNESDAY -- December 4, 2002

 

7:30 a.m. -- 8:30 a.m. Continental Breakfast

8:30 a.m. -- Noon Case preparation issues

Participants will review case preparation in case management, education of the prosecution, chain of evidence, report writing and how to be a good witness.

Noon -- 1:30 p.m. Lunch (on your own)

1:30 p.m. -- 5:00 p.m. Forfeitures

Participants will learn about forfeiture, how to seize fuel property and disposing of the property in the truck or service stations.

Wrap Up

Participants will participate in the wrap-up, discussing ways and methods to improve motor fuel tax administration to minimize opportunities for fraud and evasion. Identify and discuss successes, failures and new ideas.
