FTA MOTOR FUEL TAX
CRIMINAL INVESTIGATION TRAINING COURSE
December 2-4, 2002 — Tucson, AZ

To State Tax Administrators:

SUMMARY

FTA, with the participation of state tax agencies and the FHwA, is offering a Motor Fuel Tax Criminal Investigation training course December 2-4, 2002, at the Marriott University Park Hotel in Tucson, Arizona. This class is being offered simultaneously with the Motor Fuel Tax Advanced Course and is for Government employees only.

This bulletin provides training course and hotel registration information. Please note that the cut-off dates for hotel reservation and training course registration are November 9, 2002, and November 8, 2002, respectively.

 

FTA, with the participation of state tax agencies and the FHwA is offering a Motor Fuel Tax Criminal Investigation Course at the Marriott University Park Hotel, December 2-4, 2002, in Tucson, Arizona. This class is being offered simultaneously with the Motor Fuel Tax Advanced Course.

Requirement to Attend the Course

Participants must have basic knowledge of criminal tax investigations and work for a government agency.

Motor Fuel Criminal Investigation Training Course

The course is designed for experienced criminal tax investigators. Instructors will be state employees with expertise in motor fuel criminal investigations. The training course is structured as follows:
  • Participants will examine the role of an auditor and an investigator to understand each role in the investigation process.
  • Participants will analyze the various fuel tax evasions schemes to understand the opportunities for motor fuel tax fraud.
  • Participants will learn how to discover fuel tax evasion by observation, informants, data base matching.
  • Participants will analyze techniques for investigation in surveillance, computer records, interviews and the three P's of investigating fuel tax evasion schemes.
  • Participants will review case preparation in case management, education of the prosecution, chain of evidence, report writing and how to be a good witness.
  • Participants will learn about forfeiture, how to seize fuel property and disposing of the property in the truck or service stations.

All participants will receive a training manual, reference materials, and a certificate of completion. A preliminary program of the criminal investigation training is attached.

Course Registration

The course fee of $450.00 per registrant will cover the costs of training materials, coffee breaks, and other expenses. States receiving federal funds, as participants in regional motor fuel tax enforcement task forces, may use those funds to pay travel expenses and registration fees for their employees. The deadline for submitting training course registration is November 8, 2002.

Hotel Registration

The rate at the Marriott University Park Hotel is $58 single/$68 double plus 9.5% tax and $1.00 city surcharge per night. Make your reservations directly with the hotel by calling (520) 792-4100 ext 2020. Make certain to inform the clerk that you will be attending the Federation of Tax Administrators Training Course to receive the special rate. Please note that the cut-off date for hotel reservations is November 9, 2002. The hotel’s address is 880 East 2nd Street, Tucson, AZ 85719.

Transportation

Stage Coach Shuttle service is outside of baggage claim. The cost of the shuttle service to the hotel is $13 to $15.
