SUMMARY

FTA, with the participation of state tax agencies and the petroleum industry, is offering two advanced level courses for 2002. The first advanced level course is June 3-6, 2002, in Milwaukee, Wisconsin. The second advanced level course is December 2-5, 2002, in Tucson, Arizona. The program for both courses will be the same. This bulletin provides seminar and hotel registration information. Please note the various cut-off dates for seminar registration and hotel reservation.

 

FTA, with the participation of state tax agencies and the petroleum industry, is offering two advanced level courses for 2002. The first advanced level course is June 3-6, 2002, in Milwaukee, Wisconsin. The second advanced level course is December 2-5, 2002, in Tucson, Arizona. The program for both courses will be the same.

Requirement to Attend the Course

Participants must have basic knowledge of the motor fuel industry and experience working with motor fuel tax records and returns. Participants cannot be new to the motor fuel tax area.

Advanced Training Course

The advanced course is designed for experienced motor fuel administrators, auditors, investigators and employees of state, federal and the petroleum industry. The instructors will be state and petroleum industry employees with expertise in motor fuel audits and investigations. The advanced fuel training course is structured as follows:

All participants will receive a training manual, reference materials, and a certificate of completion. A preliminary program of the advanced training is attached.

Course Registration

In the past few years, the motor fuel training courses offered by FTA have been financed in part by assistance from the Federal Highway Administration. The FHwA experienced a decrease in funding for special projects that eliminated the funding to support lower registration fees for this class. Therefore, the registration fee has been increased to offset this loss so participants will continue to receive the same high quality of training.

The course fee of $450.00 per registrant will cover the costs of training materials, coffee breaks, and other expenses. States receiving federal funds, as participants in regional motor fuel tax enforcement task forces, may use those funds to pay travel expenses and registration fees for their employees. The deadline for submitting registration for each course is as follows:

Hotel Registration for Milwaukee, Wisconsin -- June 3-6, 2002

The rate at the Milwaukee Marriott West is $89 plus tax per night. Make your reservations directly with the hotel by calling (262) 574-0888. Make certain to inform the clerk that you will be attending the Federation of Tax Administrators Training Course to receive the special rate. Please note that the cut-off date for hotel reservations is May 10, 2002. The hotel’s address is W231 N 1600 Corporate Court, Waukesha, WI 53186.

Transportation for Milwaukee, Wisconsin

Airport Connection service is at baggage claim. The Airport Connection service is between $25-$30 to the hotel.

 

Hotel Registration for Tucson, Arizona -- December 2-5, 2002

The rate at the Marriott University Park Hotel is $58 single/$68 double plus 9.5% tax and $1.00 city surcharge per night. Make your reservations directly with the hotel by calling (520) 792-4100 ext 2020. Make certain to inform the clerk that you will be attending the Federation of Tax Administrators Training Course to receive the special rate. Please note that the cut-off date for hotel reservations is November 9, 2002. The hotel’s address is 880 East 2nd Street, Tucson, AZ 85719.

Transportation for Tucson, Arizona

Stage Coach Shuttle service is outside of baggage claim. The Stage Coach Shuttle service is $13-$15 to the hotel.

Participants will review returns as a basis for preliminary evaluation of information from the perspective of the state return processing and reconciliation.

Participants will be introduced to audit techniques that facilitate the tracking of fuel transactions between dealers and tracking of tax and payment of those taxes.

Participants will be introduced to interviewing techniques and provided with information required to document findings and evaluate possible criminal activity.

Participants will participate in the wrap-up discussing ways and methods to improve motor fuel tax administration, both industry and tax authority, to minimize opportunities for fraud and evasion. Identify and discuss successes, failures and new ideas.
