Notes:
- The hierarchy was developed looking at federal and California. If California needed a piece of information that would be relevant to federal or another state, that field was added to the federal portion of the hierarchy.
- An example of this is that Street2 is a second line for the street address.
- The NewAddress tag is a boolean (Yes/No) field to indicate if this is a new address.
