Background on Substitute Forms Standards

This Substitute Forms Standards Draft document represents guidelines for the computer generation of substitute forms. The states have discussed these guidelines extensively, and this document is what the agencies plan to use to provide feedback to the software industry.

The states are recommending that software companies that produce substitute forms comply with this document for the benefit of all. Feedback reports to software development companies regarding questions and compliance with the document will be provided upon request. At this time, feedback reports can be provided only for individual income tax.

Over the years great effort has been devoted to building relationships that have improved and made more effective communication between the states and the tax software industry. Continuing that is an extremely important part of this effort; states felt that creating these standards is a way of ensuring that our mutual efforts are always targeted on improving forms development.

This is a "working document" that will be updated as technology changes and circumstances change.
