Stan Farmer opened the meeting with the tentative agenda. The planned agenda:

Minutes were read from the June Trimester Meeting in Washington, DC. There was a motion on the floor from Stan Whaley to accept them as written, and Bob Shickora seconded the motion.
Mary Stuart from Johns Hopkins University reported that their software developer was wanting to bill the Motor Fuel Carrier using T/S 813. There was discussion that T/S 813 should carry data from the Carrier to the State, and that T/S 826 could be used for sending data back to the Carrier.
Jonathan Lyon presented the "FTA Motor Fuel Uniformity EDI Map Migration Strategic Document" for our review, and we discussed the possibility of placing a revision of it in Volume II. The Tennessee Distributor Monthly Fuel Tax Return EDI Implementation Guide Draft was handed out for review, also.

Terry Garber opened the meeting from 1:00 PM to 2:00 PM with the TG2 group only.
Stan Whaley presented a draft of a layout for "Communication Services Tax Return" to be done in XML for the State of Florida.
Larry Hanson, with the California Board of Equalization, made an XML presentation for Sales Tax E-Filing.
We read over and discussed the "XML Task Group Resolutions".
From 2:00 PM to 5:00 PM, there was a joint meeting of TG1 and TG2 on XML instruction. Mark Crawford of Logistics Management Institute spoke on the Steps of Developing XML. X12C - Communications & Controls says that they will try to have XML Design Rules developed by the December Interim Meeting. X12C will work with the W3C to make sure business requirements are met. In order to use the Design Rules, they will be married to Core Components to come up with Draft Rules by the February Trimester Meeting. The objectives are:
1) Have Business Process Model
2) Have Data Model
3) Create Core Components Methodology
4) Develop from there.
All X12 work will be done with schemas, because DTD's won't be able to handle the largeness of the data. We are advised to first lay a framework for viable long-term solutions.
There was discussion of the new TIA Codes requested by North Carolina. We condensed their list of 22 codes back down to 5 codes. Brooks Knight will be advised of our opinion on this matter.
Pam Akinson (National Association for Public Health Statistics and Information Systems - NAPHSIS) withdrew her project proposal for a Vital Event Transaction to be created in XML by TG1 at this time.

Lesley Anderson of Microsoft gave an updated XML presentation. This was a very instructional presentation that allowed us more insight to the mechanics of XML. We reviewed T/S 283 Tax or Fee Exemption Certificate work that has been attempted to convert from an EDI format to XML. Lesley said that we should focus on data hierarchies to feed schemas. She said we'd need a browser that supports XML, and an XML Editor to create the file.
We then decided we should try to identify the core components in T/S 813 first, and will identify core components in other transactions at later dates.
Mary Blantz from the Core Components Group came in to explain to us what core components are and to review what work we had started to identify these core components.
Thursday, October 5, 2000
Ray Ivaska of Pennsylvania Department of Revenue made a presentation of a new transaction set (T/S 105) they developed for their own use for "EDI Registration". This transaction gives taxpayers the ability to register one day and send their return and payment the next day.
We worked on further breaking the T/S 813 down to Core Components, Elements, and Usages.
